I am so sorry for your friends loss.
Pitbull had to be leashed thats the law in NY. It sad to see that wrong people have this breed. I think pitbulls are good dogs but the wrong influence from the owner create different behavior in a dog. On the top of that only responsible owner should own this breed but it is sad to see most of the times it is not the case.
