I only have the old antique roses - Mrs. B.R. Cant - but diatomaceous earth works for me. It is completely organic, it is sea shells ground into a powder. You sprinkle it heavily on the rose bushes and as the aphids crawl through it, the sea shells cut their legs/body parts and they die. It will take a couple of days, and you will need to reapply when you begin to see them again, or after a rain. The roses are not very pretty with this white powder all over them for a day or two till it all drops/blows off. But it will do the trick, at least it works for me.
Also, I think you can use Neem oil (dormant oil) but it must not be over 85 degrees because it will burn the leaves.
