I think some dogs are just kept in the home and don't get out much. They are naturally suspicious of others outside their own home. Of course they are sweet to their owners. But that doesn't mean it transfers to outsiders.
I had a little yorkie that hated men with big feet! I'm not kidding. Anyone who came into the house with big clunky tennis shoes got their ankle nipped. That was just threatening to her. But she was sweet as could be to people with smaller feet. Go figure. Dogs can have their own little quirks. That doesn't mean it will be passed on to the puppies, especially if their life is different than the parent's life.
I'd be more concerned with health issues. If the parents looked healthy, was the home clean, were the puppies clean and healthy. Then I'd probably buy the little puppy and give it a better socialized life than its mom had.
