I am not too familiar with "male" Yorkie's but it does seem a little young to be neautered at 12 weeks. It sounds as if they are taking it seriously to find a wonderful home for Prince. They possibly neautered him young to insure that Prince is not used as a stud in breeding.
This is my only guess towards this??
I do wish for Prince to find a sweet loving home with hugs and kisses.
