I think Rocky will come around if you keep at it. Try to find ways to make the walk fun. Maybe bring a toy. Or run short distances and treat when he keeps up.

An obedience instructor recently advised me to take the walk at my pace, not his. Let him stop three times to pee, and don't wait forever. Give him a chance, then move on. Otherwise, they will be inclined to stop at every bush and tree and telephone pole you pass.
