Next question, you're able to SEND money, right? I wonder if you could talk with a Vet & see if there would be a way for you to Paypal him? Maybe if you explain your situation, just as you did here, he would be willing to work with you? Nowadays, it seems like just about everyone has a Paypal Account. Maybe he (or she?) does too? If nothing else, maybe s/he will work out some sort of payment plan for you. Surely once he sees her cute little face, he won't be able to deny her.

Yes, it's crazy isn't it? I guess they changed their policies at some point. Wish I'd done it a long time ago, but.....water under the bridge I suppose.
And no, you can't even send money without being verified..meaning linking it to a bank account!!! My real reason for agreeing to setting it up that way thru my boss was b/c I figured I could get stuff on Ebay and buy things from some of the sellers here at YT and just Paypal it.....but the first thing I tried to buy on Ebay, came back saying I needed to be verified. UGH...what a fiasco. I'm sure it will be wonderful to have once I establish a bank account.
I imagine that with the relatively (to me anyway) high monthly limits they allow people to depsosit into their Paypal acct's or transfer, they found that they needed to have a better accounting of it for government purposes....it seems like it would be a way for people who had that tendency, to "hide" money somehow the way it used to be. I'm FAR from any financial wizard (duh), but that's just my thought about why they might have changed it.
