I don't know if you have this bank around you, but we have a First Convenience bank in our Wal-mart that you can open a checking account for just 20$. I understand the prediciment you are in, if my vet didn't let me pay him later, I don't know what we would do sometimes. I hope you can find someone who will work with you.
