I had the same problem with Murphy about a month ago. He got out of his harness that had velcro and a snap. He was headed for a 4 lane highway. I researched harnesses after that. Murphy is also 7 lbs. I tried on Puppia vests. The one size wouldn't fit over his head and the next size was too big. I ended up getting a Buddy Belt. It is pricey, but I love it. It is a leather step in harness and it buckles. Murphy adjusted to it instantly. If you are interested PM me and I will give you the website where I found one at a very good price.
