Oooh that is tiny! I agree, she is still so young (Uno will be a year old and we are still perfecting that "potty training" thing) and a majority of puppies go twice when going to the bathroom. I know with Uno we would go outside, he would pee, see a butterfly or something and his attention would be GONE! Then he would "finish" his business. I have also heard smaller dogs are slightly more difficult to train, although I have no clue where the proof is on that one it's just something I have personally noticed.
Good luck! Things will get better, trust me. If for some reason this issue isn't cleared up after awhile and she pees quite frequently perhaps it could be a kidney issue. But it's most likely just her being a baby
