well my guess will be that by having access to the new puppy owners info , they can contact them directly if puppies haven't been registred and try to get them to do the registrations. I know I have been checking on my litters and many of them haven't been registered so that's less incoming money to akc. I'm pretty sure AKC wants to make sure evreyone gets regi$tered.
