Default Help with Potty training!!!!

I have a really tiny baby girl, Lola, that is 16 weeks old. When we brought her home at 12 weeks, the second day she had a bad weekend with hypoglycemia and had to spend 3 nights at the emergency clinic. She is a very picky eater, although she now eats good if I hand feed her baby food. I am afraid not to do this with what happened when we first got her! She is now 1.5 lbs and I am having the hardest time getting her to go potty consistently outside. She will go when I take her out, but then as soon as I bring her in, she will go again. I will stay out with her for 15 minutes and sometimes she will even go twice. When she does go inside, it is usually in her playpen on her pee pee pad, but if she were on the floor it would just as easily be there, I'm sure. I hate to keep her crated all the time, but I hate for her to get used to going anywhere just to relieve herself, also. She is so full of energy and wants to play, I love to have her sit next to me in her playpen with her toys, but am I creating an atmosphere that allows her to go anytime? I think sometimes when we go outside that she even "fakes" it so that we'll come back in. Is this normal? If I keep taking her outside every hour or so will she finally get it???? I really want her to be trained to go outside, if possible.
