The thing is, if there are matts in their fur it should be cut off where it matts because it hurts them to comb it out. Dog bites when their hurt. If he is biting because he doesn't like to be comb, not because of the matt then it is a different story. Maybe try training him to get used to a brush. Start when he is really sleepy and massage him with your hands and then quietly grab the brush and comb him a little without him knowing?
