This happened to Spike and it ended up being an slight infection at the incision site. The way it was explained to me was that when they do the stitches after the surgery, they tie a knot at the end of the thread which takes longer to dissolve, and as such, is more prone to developing infection or becoming inflamed. Anyway, Spike went to the vet and was given a week's worth of antibiotics. He was fine after a day or so, but I made sure to give him the entire prescription to make sure it cleared up properly.

You might also want to put some Polysporin (or similar antibiotic cream) on the red bump. That's what I did before I took him to the vet, and she said it certainly wouldn't hurt to keep doing it until it cleared up.
