My little adopted Yorkie does this too....and I had a feeling that it might just be a nervous habit...he doesn't SEEM to itch anywhere else, and if he's not chewing on his paw, he's usually chewing on the bedsheet or blanket (kind of like when kittens "nurse")...he just chewed off the edge of the topsheet.
