I guess it is a matter of personal preference and the time you will have around the day to be aware of potty breaks... Mine go outside, and sometime I also tried the pee pads... no luck, they thought they were allowed to pee "inside", and from the pads they went to the carpets...
We use tinkle bells on the door, and even when we have accidents once in a while, I can say mine are outdoor trained, and I am glad I don't have to spend extra money on pads...
