When I first started outside training Jamie I had to show him I meant business. The first time it rained we stood outside for almost 30 minutes with me saying "hurry up Jamie go potty". He kept trying to run back inside and I kept putting him back out with me in the rain. Finally he got it and pottied. When we went inside I had to change clothes and blowdry him. BUT he learned a very important lesson that day and now when it rains he runs outside and goes REALLY fast so we can come back in out of the rain.
