Default tail docking

do you all know why tail docking became the "norm"? in the old days if a dog was used as a "working dog" the tail was docked to show the tax people that this dog was used as working dog (and was non-taxable) and if you owned a dog without docked tail it was considered "taxable"; so sad. i like the short tails on yorkies, dont get me wrong or start a controversy over this, but however, i do feel if an animal is born a certain way ,that's the way God meant for it to be....just my opionoin, but i, as a long time breeder have fallen into this trap. any comments??? and yes, my yorkies tails are docked....but to a med. length. not the "nub" so many breeders do. i guess it's a personal pref now especially if you show , because you must follow the leader....
