I too thought collapsed Trachea, but thankfully I was at the vets so they knew right away what it was. Also Jeter was honking and hacking loudly when he does this so it does sound a bit frightening!
Sometimes I feel he can "turn on an episode" so to say, He hates baths and once he had an episode in the tub so I got hin out fast and did the massaging on his neck. So now he will start in when we are on our way to the tub

He can be such a spoiled brat at times like this
