It's either a food or grass allergy. She isn't too young for an allergy. Can't understand why the Dr. would say that. Anyway my only advice would be to start with the food and stop giving her whatever your giving now. Just mix up some ground beef and rice and give that for a couple of weeks to see if there is an improvement.
