Oh, I would be PISSED!!! They had absolutely NO right to give your dog any vaccination or dewormer without your permission! If you never wanted to give her a rabies shot, that's up to you (well, it is a law..but a vet can't make you get it).
Also, you NEVER give a vaccine unless a dog is 100% healthy. If she has been coughing and sneezing, that means she is not 100% healthy and should NOT be vaccinated. Vaccines are only meant to be given to healthy animals. If her immune system was already compromised, the vaccine could only make it worse. What they did was very wrong and I would definitely say something about it.
