I use Simple Solution. Are you let it dry completely? Urine contains uric acid which binds to the fibers in the carpet. Regular shampoos can't break up the uric acid but enzyme cleaners actually "eat" away the uric acid. That's why you need to thoroughly soak the stain and then let it dry, to give the enzymes proper time to break up the acid.

I also recommend getting a blacklight and finding ALL the spots. Sometimes they pee and you don't even know! Soak every stain with an enzyme solution, let it dry, and then get a carpet shampooer or steamer and clean again.
