Oh, sorry I didn't read that right. Well if you are civil with your neighbors, and they are nice human beings, and your dogs are annoying them tremendiously (which I'm sure they're not!) they I bet you could get away with another one. I bet the law is in effect in cases of animal hoarders etc, so fining and removal is simplified. I doubt they bylaw enforcement officers are peeking in your windows and spying on you during your walks to count your dogs.

So in a nut shell, I would do it. They bylaw is probably more to 'get their backs' if there is an animal abuse case, etc.....and for a loving and responsible pet owner with well kept pets, I bet you could get away with it.

But thats just my opinion, and I might possible be the first to break a silly rule like that. You will figure out what's best for you!
