I leave the water out all the time. I am a stay home mom so we go for potty brakes about every 2 to 3 hours. He may not have to go, but he does his marking here and there throughout the yard. Depending on his activity,,, he really doesn't drink all that much. He likes drinking water from our cups better then from his own bowl.
