Isoflurane or sevoflurane anesthesia should be used.
The vet may need to use an injectable drug like propofol to induce.
Some dogs are masked down with Iso but I'd go with what your vet is comfortable with because this practice is sometimes left for only older or unhealthy dogs who seem to tolerate Iso best.
Even if your vet masks down with Iso, your dog needs to be intubated to hold the airway open. This also makes the risk less severe if the pet throws up.
An IV is not a option, in my opinion, but a requirement.
What if something were to go wrong during surgery and a drug needed to be administered via IV? It would take too long to put one in.
Surgery should be done on a heated surface because toy breeds lose body heat so easily.
