Please don't put him to sleep. I know you feel frusterated, but if you can't deal with it anymore PLEASE try a Yorkie Rescue. They will find him a wonderful foster home that has experience in dealing with abused dogs. Noel is 4 yrs. old and she was abused too. She is the opposite of your Joe. She is very time, but it was a long haul. It took 4 yrs. before she'd allow a stranger to approach and she's still very gun shy of strangers. Again, please inquire with a rescue a reputable rescue.
