You need a gentle leader (that's a type of head halter, also called a headcollar) and a really good positive reinforcement trainer (that's like clicker, or food reward "cookie" trainer) Don't train him using methods like a collar correction because he is already fearful and that will make it worse. You need to learn to manage the situation in the mean time. If you see an oncoming dog, cross the street. Don't assume this time will be any different, he may always react but you can learn to get him under control.

Also there is nothing wrong with putting a soft muzzle on him so he learns that it is not OK to bite. A soft muzzle is also comforting to a reactive dog. It calms them down.

You need to work on leash walking with a trainer so that he can learn that you are the leader and will not let another dog harm him. It's unlikely he is being aggressive but rather reactive and scared and he probably never learned how to behave correctly. If you need help finding a trainer in your area let me know. There are ways to tell who the good trainers are.
