A non-retractable leash and a good harness helps. Harley actually has the same problem, and I addressed this to his trainer. She said you really have to build a strong "watch me", and when he does act out on our walks to do the "watch me" to get his attention. Also walking in the opposite direction of the distracion helps, even if it wasn't the direction you meant to go.
