I agree. Or someone could untie it just to piss the owner off. I would have stolen it, just to get it away from the owner.
I disagree w/ the big dog/small dog distinction. No dog should be tied up, unless its for like 2 mins while you run in to get a pack of gum or something. Its illegal here.
