Is she spayed? If she isn't spayed, then spaying her may help.
Yes girls are known to lift their legs and mark as well. So if you get a female puppy because you don't want to have to deal with a male puppy lifting his leg, then you may be in for a surprise. Not all girls do it, only some.

Destiny lifts her back leg a little when she is squatting to pee but never marks on anything, I think she just doesn't want to get pee on her other leg, lol.
Peppi my cocker spaniel, while she doesn't lift her leg, she does mark outside, she will go around the entire space peeing a tiny bit to mark her territory.
