Yeah I don't think it's ever too late, it may just be a bit more challenging if she is stuck in her ways. Just be very persistant. That's the key to potty training, you have to watch her constantly and tell her no if you see her peeing inside and take her directly outside and it is often good to use a code word every time like "potty" or "go potty" or "outside."
