Mom also has to carry the parti gene in order for the parti color to appear. If she didn't carry the parti gene, than it wouldn't matter if she had bred a jack russell, a white westie or a Maltese; the pups wouldn't have been parti colored, they would have been a solid color with maybe some white on the chest and toes.
