Perhaps this could be done at the dinner Saturday night and those that want to participate can bring a gift to dinner and those that don't would not bring anything. Even if someone decided to participate after they got to KC they could buy something on Sat from a vendor or if they go out shopping during the day. A number could be assigned to each gift brought in as the person comes to dinner and then after all gifts are gathered a number could be drawn by those who brought something in to see who's gift they get. There would only be as many gifts/numbers as were brought to the dinner. Just an idea.
