When Buddy was a puppy I had the same problem. I would not use a citronella collar on any dog I owed. I think it's cruel.
I did buy two other devises that did not work.
The only thing that did was the cheapest. Put coins in a can and be
consistent. When the dog barks at an innopropiate time shake the can and firmly say No Barking!
You must do this every single time the dog barks when he is not suppose to.
It works wonder's in a couple of days. The dog has to put the shaking of the can(noise) with his barking. Leave the can on a table so he can see it.
Believe me you will be amazed in a couple of days but you must be consistant.
