you've got nothing to worry about! nugget was so tiny @ 12 weeks, and now hes 6 1/2 lbs at 4 months... but still tiny in size. as for the face... they all have a different bone structure depending on their blood line. if youve seen the vet and he said she is petite.... of course he is gunna say that, yorkies are tiny! judging by your worries, i'm sure you'll do everything to make sure she is healthy and i'm sure she will be fine! good luck
