I think different time zones must have different volumes of people voting. I rarely seem to get a busy signal when I'm voting. Sometimes I am too busy to vote, but this week a did vote like 3 times for David A -- but in yrs past I have been known to vote multiple times, for multiple people, until the one I like is gone.
The worst yr of voting I ever experienced was the yr of Reuben & Clay -- since then it seems like they have more lines or something
