I have one. Yes, it is a finishing brush. You're supposed to only use it on dry and clean hair. For my girls with silkier coats, it makes them look so pretty. It doesn't do a whole lot for my cotton girl. Then again, nothing does.
So, if you want a nice, shiny finished look, it's a great brush.
