There are several things that can cause excessive panting besides being overweight. Thyroid problems and pain can also cause excessive panting. Here is a little information I found on the subject.

Is your dog on glucosamine or any supplement that might help with pain? Has she had surgery for her luxating patella? I hope she gets better soon.
