I know my dh and my son live by the rule "out of sight/out of mind". I am sure that is what your dh was thinking!!! I will ask my son to clean his room and he still stuff everything under his bed and in the closet....."out of sight/out of mind"!!!!!!
When I was in college I lived in apartment with 2 other gals. One of the gals would NEVER clean up after herself. She was so messy and it drove me and the other roommate crazy. We had a rule for the kitchen....if you dirtied it you had to clean it. This one roommate would never wash her dishes and would leave them all over the apartment. We finally got so tired of cleaning up after her and decided to start putting all her dirty dishes on her bed!!!!!!!!  Every night her bed would be covered with dirty dishes that she left around the apartment!!!!  She quickly caught on!!!!
