There's no danger of him impregnating her at this stage. One thing to watch for is to not let him hump too much. We had a little male that prolapsed his penis from humping a stuffed animal when he was a puppy. Not a pretty sight and no fun to deal with!! If your female is in heat, you'll see a vaginal discharge followed by a swollen vagina. Some girls keep themselves very clean so you may not notice the discharge but she will be cleaning her area more. If your girl is 4 years old and has never bred, you wouldn't want her to get pregnant. It can be very dangerous for the mom and the pups. It sounds like you don't want them to breed so just keep an eye out until you feel comfortable getting your boy neutered.
