It is never too late really. I just had a client come in with a two year old yorkie. The ears were "floppy" and down. She wanted then cut very short. They stood up as soon as I clipped most of the hair off. The owner was so happy!
Just shave (or have your groomer shave) the entire ear, inside and our as clos as possible with a grooming clipper and if at all possible a #40 blade. Your groomer will know what thet means, lol.
