I know, don't worry, I'm guilty of doing it sometimes too! I have to make a conscious effort not to pick her up, definitely easier said than done. At puppy class I'm sure I would've been yelled at by the trainer if I did, so that helped to stop me, and it's easier when you get to know all the dogs.
Hopefully she's never been attacked, some dogs are just timid by nature, especially if they weren't used to being around other dogs when they were young.
