my Hopey AND Tootie do this! I have worked with them, since BIRTH, but neither of the little hard heads get it... the only way I can get them to come back is if I trick them into it, by running away from them to make them run to me...
Hope runs out of fear if someone comes too close to her! I am taking her to "socializing" class starting on the 15th...
I never let them outside without leash, even if I can let their leash fall, they are still on leash at all times...
