When Reagan was small if she got any matts when I put her in the bath I would really work the conditioner into those matts and try to get them out with the conditioner still on. However if its bad I would take Pat and Kim's advice and go ahead with the shave. A couple matts are one thing but a bunch of matts is another. The hair will grow back and that way the pup won't have to sit through all the tugging.
