Wouldn't that be one of the first steps in starting to breed (after doing all the research), to find a pair that represents the breed to the best? It's dogs being bred that aren't being selected right, who are passing down genetic illnesses that is contributing to the problem, just as well as puppy mills. Even if they do treat their dogs like royalty, the way a dog is treated doesn't determine if it's breeding quality.
