Pet stores I believe were the main target. Many people were not educated on the whereabouts of which the puppy they were purchasing really came from. Do not purchase from petshops. Also many people neither can afford nor want to spend thousands for a purebred puppy. So they look for that bargain pup. And the brokers, petstores(offer financing) and backyard breeders prey on these individuals. Brokers claim to be breeders, petstores claim to be ethical. If breeders were to offer their puppies at more reasonable prices maybe more people could turn to breeders instead of petstores and backyard brokers.The cycle will keep repeating as long as the demand for the need to have a designer dog is present. Petstores that sell puppy mill animals need to be accountable.
