Sounds like a silky coat to me. Silky coats tangle, cotton coats mat. The amount of straightness has nothing to do with the type of coat, and I think they usually do have a slight wave on the chest. Silky coat also grow the slowest. He's a real cutie. Silky coats generally show up with green eyes, but not in puppies.
