What a doll he is....and such a gorgeous blue!!
I would try to keep his hair up all of the time so it stays out of his mouth and eyes. At the dollar store they sell baby hair bands that are like mini scrunchies that you can use in his hair instead of a latex band.
Another option is to start training his hair to lay like a Silky. You can part it in the middle and use a little bit of Vaseline or oil to weigh it down.
