Default Too Cold Outside For Puppy?

Hello!
I live in Northeast WI and we've had a blustery winter this year. Since we got our puppy during the worst of the winter, we have been training on pee-pads.

I was worried about taking her out when it was too cold and she was so small, not to mention the deep snow (we've had a record yr for snow).

Attached is a pic taken at the beginning of one of our snowstorms in Feb.

Now she is five months old (20 wks) and about 2.8 lbs. Our temps are now averaging about 40-50 degrees with lots of snow melting...and we're hearing rumors of it getting up to 60 tomorrow! The few times we've taken her out recently she seems to like it but she sometimes stops and just shivers. I'm not sure if she's scared or cold. I don't want her to get sick.

I'm wondering what is too cold for our baby? We were thinking of waiting till it was at least 50 degrees to start taking her consistently outside both for walks and potty training.

Also would a jacket or shirt help her? If so how do they work with the harness?

I'd love any opinions!
