I wouldn't be concerned yet. A dog's testicles should be in the scrotum sometime around 6 weeks but it seems like they do take longer in small-breed dogs. I've been told that if they aren't in the scrotum by 6 months, that the dog has a problem and should not be bred. I've known dogs to drop after 6 months, but it should not take that long.
