I think there is a name for this, can't remember what it's called, but the poop gets stuck, dries out and plugs the opening. It can become serious if it is not cleared. You may want to soak her bottom in the bathtub to soften it and/or give her a very small warm water enema if necessary and see if you can remove the "clog". If not I would definitely be speaking to a vet. I am not a vet this is just what comes to mind as to what I would try.
